Id pull the red thing out and replace it with a wax ring.

How to remove and replace a wax ring on a toilet. Pry off the bolt caps at the base of the toilet using a screwdriver. Wear a pair of disposable gloves to remove and discard the old wax ring. Use that measurement to buy a new wax ring.

Gently rock the toilet. Loosen the bolts with a wrench and lift the toilet off. Its hard to tell in the picture but it looks like the top of your flange is beneath the tile.

Loosening the bolts off the toilet base using a wrench the toilet will be lifted off the base off to the side usually on a pile of scrap towels. The old wax ring will be around the bowls outlet while some bits will be on top of the flange. Toilet wax rings are universal but the size has to be right.

The size of the wax ring depends on the size of the drainpipe which have a standard size of either 3 or 4 inches. Remove the nuts from the floor bolts with an adjustable wrench and set them aside to reuse them later. Remove the old wax ring and flange.

Inspect the toilet flange for any. Even if you scrape away most of the wax. Remove all traces of the wax ring from the floor the drain and the toilet with scraper.

Congrats you have successfully replaced the wax ring on your toilet. FYI the toilet flange should be installed above the finished floor height. Scrape the old wax seal off of the base of the toilet and toilet flange using a putty knife.
